Russia to Refund Iran for Canceled Missile Deal

October 08, 2010 (KATAKAMI / VOA) – Russian officials say the country plans to reimburse Iran, after Moscow canceled the sale of an air defense missile system to Tehran. The announcement comes as the Russian president is on a one-day state visit to Cyprus.

In the scope of a $800 million contract brokered in 2005, Russia was obliged to send Iran at least five S-300 missile systems.

But last month, Russian President Dmitry Medvedev banned the sale of the missile systems following United Nations sanctions against such arms sales.

The U.N. imposed the sanctions in June for Iran’s refusal to stop enriching uranium.

Mr. Medvedev also outlawed the sale of tanks, aircraft and sea vessels to Iran.

The proposed deal caused alarm in the United States and Israel as the S-300 can track 100 targets at once and fire on aircraft up to 75 miles away.

Possession of S-300 systems would have also boosted Iran’s defense of its nuclear facilities against attack from the air.

The news comes on the heels of Russian President Dmitry Medvedev’s first ever state visit by a Russian leader to the Republic of Cyprus.

Security was high in the capital, as the Cypriot government views this visit of crucial importance and a chance to display their strong ties with a superpower.

Government spokesman Stefanos Stefanou told VOA News that Russia and Cyprus will sign fifteen agreements during the visit ranging from a tax treaty to healthcare and tourism deals.

“It is very significant; I would say its very historic official visit. Russia is a very significant country in the world; it’s a permanent member of the Security Council and very important country for Cyprus regarding the political and economic aspect of our relations,” he said.

Ties between the two countries are strong with more than 10,000 people of Russian origin living and working in Cyprus. The island is one of the largest foreign investors in the Russian economy.

“The Soviet Union at that time was one of the first countries that recognized the Cyprus republic, and since then the bilateral relations between the two countries are at a very good level,” said Stefanou.

Thousands of offshore companies registered on the island are Russian, which re-invest profits, taxed at a lower rate in Cyprus, back into Russia.

Cyprus is also a big foreign destination for Russian money, receiving $16.6 billion since 1991.

“The investments of Russians in our country are very high, so the financial aspect of the visit is very significant as well. So, and politically and financially the official visit of Mr Medvedev is very important for our country,” Stefanou added.

The Russian president, who is accompanied by a multi-party delegation, leaves the island Thursday night.

(KATAKAMI / KREMLIN.RU)  — As Russia marks the start of the new school year with Knowledge Day, Dmitry Medvedev attended the opening of the first Presidential Cadet Academy

The President gave a lesson about peace in one class, visited the teaching and residential buildings, and talked with teachers and cadets’ parents.

Speaking at the opening ceremony, Mr Medvedev congratulated the students and staff on the start of the new school year and said that similar academies would be opened in all of the federal districts over the coming years.

The Orenburg Presidential Cadet Academy was launched by presidential order at the site of the former Orenburg Higher Air Defence School and is under the Defence Ministry’s jurisdiction. The academy has a total of 359 students aged 10 and up, who will go through a seven-year programme. The cadets will study two foreign languages, subjects related to modern technology, and will have an intensive physical training.

Putin participates in opening ceremony of Russia-China oil pipeline’s Russian section

(KATAKAMI / RIA NOVOSTI) — Russia’s Prime Minister Vladimir Putin took part in the opening ceremony of the Russian section in the Russia-China oil pipeline, which took place in Russia’s Far Eastern Amur region on Sunday.

At the beginning of the opening ceremony Putin called the pipeline a multidimensional project to step up Moscow-Beijing energy cooperation. “This is vital project for us as we diversify the deliveries of our strategic raw materials. Thus far, we made the major deliveries to Europe…The Asia-Pacific region received unsubstantial volumes,” Putin said.

Setting the pipeline in operation will change the situation dramatically, the premier emphasized. “We will deliver 30 million tons of oil and, in case of expansion, 50 million tons to the Asia-Pacific Region.”

“The implementation of this project is a crucial task for Russia and our Chinese friends. It means stabilization of supplies and energy balance for China, and for us it creates entry to new challenging markets, in this particular case, to the growing market of China,” Putin said at the ceremony.

The project is part of the East Siberia – Pacific oil pipeline, which was launched into operation in December 2009 and is designed to pump up to 1.6 million barrels (220,000 tons) of crude per day from Siberia to the Far East and then on to China and the Asia-Pacific region.

The Russia-China pipeline will stretch from the town of Skovorodino in the Amur region to the city of Daqing in China’s northeastern Heilongjiang province.

“I recall how Chinese President Hu Jintao broached the issue of the project’s implementation in time of one of his visits to Moscow. We were then discussing the rout of the project, were the pipeline would lie: to the north or to the south of the Lake Baikal,” Putin said at the opening ceremony.

He emphasized that both Russia and China have known that the issues are complicated but all of them would be successfully resolved.

“I hope, our Chinese friends will tell the Chinese president and the prime minister about the fact… that the project has been accomplished in Russia. But Chinese friends will have to work for a while. Major efforts are ahead for them – 930 kilometers [of the pipeline] should be put up, these are high-technology operations,” Putin said.

“But I am absolutely confident that Russian oil will enter China this year,” he added.

In March, Chinese Foreign Minister Yang Jiechi said the construction of the pipeline would be finished by the end of the year and become fully operational in 2011.

Russia’s largest oil company Rosneft, oil pipeline monopoly Transneft and China’s state-owned China National Petroleum Corporation (CNPC) are partners in the project. In line with the contract, the Chinese side provided the Russian companies with a $25-billion loan to construct the pipeline. In exchange, the Russian side agreed to pump 15 million tons of oil per year via the pipeline in 2011-2030.

(KATAKAMI / RIA NOVOSTI) — Five militants were killed on Saturday morning in a special operation in Nalchik, the capital of Russia’s North Caucasus republic of Kabardino-Balkaria, a police source said.

The source told RIA Novosti that the militants had been hiding out in a flat in the city. He also said that no police officers were injured in the operation.

Four militants were also killed on Friday in nearby Dagestan, a spokesman for the republic’s Interior Ministry said on Saturday.

Militant violence is common in Russia’s mainly Muslim North Caucasus republics, especially Chechnya, Dagestan and Ingushetia.
